Robert McNutt - Chairman of the Board

CHAIRMAN OF THE BOARD

Robert C. McNutt

Mr. McNutt is currently Chairman of the Board of SpecialCare Hospital Management Corporation. He has been with the corporation since its inception in 1992, and was previously the Chief Executive Officer.

Mr. McNutt has been involved with Behavioral Health Care management and consulting on a national basis for over thirty (30) years. Past positions include Vice President of Operations for a national hospital management corporation for a period of five (5) years. He specialized in the development, implementation, marketing, and operations of hospital-based inpatient chemical dependency and psychiatric programs on a national basis.

On a consulting basis, Mr. McNutt has been involved in working with the business planning and financial operations of over five (5) dozen hospitals. He has specialized in working with hospitals on feasibility studies, strategic planning, trend development, reimbursement analysis, and marketing of behavioral health services both on an inpatient and outpatient basis. He has been involved in the certification and licensure of numerous specialty services.

He has served on numerous state and local advisory committees and their boards and is active in assisting not for profit agencies with their fundraising activities for charity. He served as two (2) term Airport Commissioner for Lambert International Airport in St. Louis for a total of six (6) years, which was a politically appointed position. Mr. McNutt currently is a Board Member of the Beverly Hills Playhouse in Beverly Hills, California. This nonprofit facility provides actors with training & continuing education of their craft in film, TV, commercials and theatre.


William Billings Jr - Chief Executive Officer

CHIEF EXECUTIVE OFFICER

William A. Billings, Jr.

Mr. Billings is responsible for overseeing the operational structure and administration of SpecialCare Hospital Management Corporation.

Mr. Billings’ current duties are the management of SpecialCare’s internal department heads, as well as setting all of the administrative and employee policies of SpecialCare. He also oversees legal affairs and coordinates with outside legal counsel, along with conducting contractual negotiations with third parties and clients. He is responsible for all financial and accounting operations, insurance, information technology, and other administrative functions for the corporation. 

He has been involved with the hospital industry since 1985. Past positions include Vice President of Marketing, Regional Director, and Manager of Marketing for various national behavioral healthcare programs. Throughout his involvement in healthcare, Mr. Billings has written and developed proposals, feasibility studies, and numerous reporting systems both for the overall company operations and its field operations.

Mr. Billings has been with the Corporation since its inception in 1992.  He has also previously served as a Vice President, an Executive Vice President, and a Senior Executive Vice President of SpecialCare.


CHIEF COMPLIANCE OFFICER

Albert Satcher, Esq. MBA, CHC

Albert Satcher is the Chief Compliance Officer for SpecialCare Hospital Management Corp. His primary area of responsibility is the oversight and administration of SpecialCare’s Corporate Compliance Program and adherence with all applicable State and Federal healthcare laws.In accordance with the Compliance Program, Mr. Satcher oversees all compliance activity including but not limited to annual compliance training, the Code of Conduct, internal auditing and monitoring, and the development and administration of the corporation’s policies and procedures.Mr. Satcher serves as the chair of the Corporate Compliance Committee and is the primary point of contact for any compliance related concerns related to the business.

Mr. Satcher has more than 10 years of legal, regulatory, and healthcare compliance experience in a variety of legal and compliance roles.Through this experience he has developed expertise in a range of State and Federal healthcare rules and regulations, concentrating primarily in the areas of HIPAA, Privacy and Fraud, Waste and Abuse. Albert has particularly extensive knowledge in the areas of Medicare and Medicaid Managed Care and has worked closely with Federal and State officials in his previous legal and compliance roles.

Mr. Satcher is a graduate of Northwestern University School of Law (JD), Washington University in St. Louis Olin Business School (MBA), and the University of Alabama (BA).He is Certified in Healthcare Compliance (CHC) by the Health Care Compliance Association and is a licensed attorney (inactive) in the Illinois Bar.


Tony Torrente

EXECUTIVE VICE PRESIDENT

Anthony J. Torrente

Mr. Torrente serves as the Executive Vice President for SpecialCare. He is responsible for the oversight and performance of the company’s marketing and business development departments. Prior to this position, he served as the Vice President of Operations.

Mr. Torrente has more than thirty (30) years of combined operations and business development experience within the healthcare industry. Tony’s background includes expertise in both contracted services and freestanding hospital operations. His experience as an operating executive encompasses multi-site operations, physician recruiting and referral development, implementation of strategic market development plans and managed care contracting.

Mr. Torrente has also led the national business development efforts of several successful venture-backed post-acute companies. He has extensive knowledge of the healthcare landscape on both an individual state and national basis and has concluded strategic partnerships with more than one hundred (100) general acute care hospitals during his career.


VICE PRESIDENT OF OPERATIONS

Robin Denicola, M.S., CAP, SAP, BCBA

Robin Denicola currently serves as the Vice President of Operations for SpecialCare. Her responsibilities include the operational oversight of all current contracts, as well as the implementation of all new contracts. Mrs. Denicola is also responsible for providing support and guidance to regional and district managers, in addition to the field staff.

Mrs. Denicola has been in the field of mental health and substance abuse since 1996. Her previous work experience includes the roles of clinical supervisor at a long-term residential substance abuse facility, clinical counselor for the Florida Department of Corrections, behavior analyst working directly with children with development, behavioral and emotional issues, as well as president of her own private practice.

She holds Master of Science degrees in both Applied Behavior Analysis and Clinical Psychology from Florida Tech. She is also a Board Certified Behavior Analyst, Certified Addiction Professional at the national and international levels and a Substance Abuse Professional with the Department of Transportation.

Mrs. Denicola has been with SpecialCare Hospital Management Corporation since 2011, serving in the roles of Service Coordinator and Regional Operations Manager prior to her current position.
