Robert C. McNutt
Chief Executive Officer
Mr. McNutt is responsible for the administration of the Corporation, as well as the daily operation of the existing Health Care Program System. He has been with the Corporation for the past nineteen (19) years as Chief Executive Officer.
Mr. McNutt has been involved with Behavioral Health Care management and consulting on a national basis for over thirty (30) years. Past positions include Vice President of Operations for a national hospital management corporation for a period of five (5) years. He specialized in the development, implementation, marketing, and operations of hospital based inpatient chemical dependency and psychiatric programs on a national basis.
On a consulting basis, Mr. McNutt has been involved in working with the business planning and financial operations of over three (3) dozen hospitals. He has specialized in working with hospitals on feasibility studies, strategic planning, trend development, reimbursement analysis and marketing of behavioral health services both on an inpatient and outpatient basis. He has been involved in the certification and licensure of numerous specialty services.
He has served on numerous state and local advisory committees and their boards and is active in assisting not for profit agencies with their fundraising activities for charity. Mr. McNutt is currently an Airport Commissioner for the St. Louis Lambert Airport.
William A. Billings, Jr.
Senior Executive Vice President
Mr. Billings duties include setting all of the administrative and employee policies of the company, overseeing the Human Resources department, overseeing legal affairs and coordinating with outside legal counsel, and all contractual negotiations with third parties and clients. He is responsible for all financial and accounting operations, insurance, information technology, and other administrative functions for the corporation.
He has been with the Corporation since its inception, starting as Vice President, then becoming Executive Vice President, and currently Senior Executive Vice President.
He has been involved with the hospital industry since 1985. Past positions include Vice President of Marketing, Regional Director and Manager of Marketing for national Behavioral HealthCare Programs. Throughout his involvement in healthcare, Mr. Billings has written and developed proposals, feasibility studies, and numerous reporting systems both for the overall company operations and its field operations.
Thomas P. Millea, R.N., L.C.D.C.
Executive Vice President
Mr. Millea is the Executive Vice President for all of the Corporation’s Health Program’s. His area of responsibility is in the daily management of the Services, personnel, trouble shooting, quality assurance, and reimbursement analysis. In his seventeen (17) years with the Corporation, he has been a Vice President, then Executive Vice President for SpecialCare.
Mr. Millea has been involved in contracted behavioral medicine programs within hospitals for over thirty (30) years. Past positions include Director of Nursing for a freestanding psychiatric and Chemical Dependency hospital, as well as a professional services consultant for a national hospital system.
Mr. Millea has been a Senior Vice President of another national hospital chain, operating eleven (11) psychiatric hospitals and four (4) licensed residential treatment centers. He has successfully engineered innovative operational and marketing techniques to improve census and financial profitability.
He is a licensed registered nurse, a certified counselor, and a former member of the National Consortium of Chemical Dependency Nurses and the Employee Assistance Professionals Association.
Lynn Stoiber, R.N., M.S
Director of Clinical Services
Ms. Stoiber is responsible for the clinical efficacy of all the corporations Hospital based services. Her area of responsibility is in the management of the clinical aspects of medical stabilization and psychiatric treatment for patients utilizing SpecialCare’s corporate protocols including the monitoring of all documentation relevant to reimbursement. She is involved in new program implementation, nursing education, and corporate compliance. She has been with SpecialCare for five (5) years.
She has over thirty (30) years practical experience in mental health and substance abuse, twenty six (26) of those performing in a management position within a psychiatric setting both as a Nurse Manager, as well as Director for Behavioral Health Services for both inpatient and outpatient services at a large hospital for over nine (9) years.
David K. Lee, Ph.D.
Regional Director of Operations
Dr. Lee is the Regional Director for Region 3. He is responsible for the operational oversight and customer interface on the New Vision units. He holds a Ph.D. in Health Care Management from Century University and a Masters Degree in Social Work from Washington University in St. Louis. Dr. Lee has over 25 years experience in behavioral medicine and managing behavioral health care services. Prior to joining SpecialCare Hospital Management Corporation, Dr. Lee was the Clinical Director at Magellan Health Services, a behavioral managed care organization. While at Magellan Dr. Lee managed a department of 133 clinical staff located in 70 offices across United States.
Prior to his position at Magellan Health Services, Dr. Lee was the Center Director at Provident Counseling in St. Louis, MO. At Provident Counseling he supervised the outpatient mental health & substance abuse services and was responsible for the oversight of their managed care contracts, insurance and fee for service programs. Dr. Lee also served as the Clinical Manager at Hillcrest Medical Center in Tulsa, OK where he provided clinical services on both their psychiatric and substance abuse units. Dr. Lee is a licensed clinical social worker and a national board member of the Employee Assistance Certification Commission.
Carlos A. Leon, B.A., M.S.W.
Consultant
Mr. Leon serves as a bilingual consultant analyst within the Corporation’s Professional Services division and has been with SpecialCare for seven (7) years. He assists with new service openings, staff recruitment, and operations development.
He is involved in the various aspects of consulting client hospital services, monitoring and the daily analysis of Corporate reporting systems, he is also an analyst reviewing the financial data supplied by each hospital concerning reimbursement of their particular service.
He also is involved in the day to day operation of assisting the Executive Management Team of SpecialCare with data so that they can review the progress of each specific hospital service.
Mr. Leon is a certified social worker and is a member of the Phi Alpha, National Honor Society in psychology as well as being a member of the National Association of Social Workers.
